Türkiye Cuts Household Power Last-Resort Limit to 3,000 kWh
Region: TürkiyeHesaplayıcı
Türkiye’s energy regulator EPDK has cut the annual last-resort electricity limit for household subscribers to 3,000 kilowatt-hours (kWh) from 1 January 2027. That equals about 250 kWh a month, or a bill of roughly 820 lira and above. EPDK says 14.7% of the country’s 44.2 million residential subscribers fall into the high-consumption group.
What is the last-resort supply tariff limit?
At its board meeting today, EPDK set the limit for 2027 at 3,000 kWh, effective from 1 January 2027. The limit was 5,000 kWh in 2025 and 4,000 kWh in 2026, so the new figure is 1,000 kWh below the 2026 limit. EPDK said that in 2018-2024 the limits were high enough that every household subscriber stayed in the low-consumption group and was billed on the national tariff.
| Period | Annual last-resort limit (kWh) |
|---|---|
| 2025 | 5,000 |
| 2026 | 4,000 |
| 2027 (from 1 January) | 3,000 |
Annual last-resort consumption limit for household subscribers
Who counts as a high-consumption consumer?
Household subscribers whose annual consumption passes 3,000 kWh in 2027, or in 2026, the previous calendar year, move into the high-consumption last-resort group. Consumers who have not signed a bilateral agreement are billed under this tariff. The change does not alter the national tariff. EPDK says the aim is to take consumers above the limit out of the supported group so that they buy electricity at real costs.
When does the new tariff start?
If the limit is exceeded, the tariff applies from the first day of the third month after the month in which the limit was reached. EPDK’s examples:
- A subscriber whose 2026 consumption first passes 3,000 kWh with the October 2026 meter reading: from 1 January 2027.
- A subscriber who first crosses the limit with a bill issued in December 2026: from 1 March 2027.
- A subscriber who ends 2026 below 3,000 kWh and first crosses the limit in June 2027: from 1 September 2027.
- A subscriber who ends 2026 below 3,000 kWh and whose 2027 use first passes 3,000 kWh on an hourly meter reading at 23:59 on 31 July 2027: from 1 October 2027.
Which subscribers are exempt?
The limit for the agricultural activities subscriber group is unchanged, so consumers in that group are not affected. The annual 15,000 kWh limit for the industry, public and private services and lighting groups also stays the same.
EPDK exempted mosques, places of worship, cemevleri (Alevi community houses) and associations in the household group. Families of martyrs, war veterans and disabled veterans, village drinking water, temporary accommodation centres run by AFAD (the disaster and emergency management agency), and consumers dependent on dialysis support units, respirators or similar life-support devices will not be affected either.
You can see whether your yearly consumption passes the new limit by adding up the kilowatt-hours on your bills. The cut from 4,000 kWh to 3,000 kWh is a 25% decrease; compare your own two figures with the percentage change calculator.
