The Türkiye title deed fee calculator finds the fee (tapu harcı) due on a property sale. Enter the sale price declared at the land registry, the property tax value and who pays. It shows the 2% share of the buyer and of the seller, the total and what each party pays. The registry's service fee is not included.

The sale price is the transfer price declared at the land registry. The property tax value is the value the municipality sets for the property; the fee base cannot be below it. The share per party is the 20 per mille fee that the buyer and the seller each pay. The total title deed fee is the two shares together, 40 per mille of the base.

The worked example on this page shows a home sold for 5,000,000 TRY. No property tax value is entered, and the buyer and the seller each pay their share. The steps give the fee base, the share per party and the total fee.
Limits
The calculator covers the title deed fee on a sale only. The land registry’s revolving fund service fee, capital gains tax, the agent’s commission and loan costs are not included. Gifts, mortgages and inheritance have other fees. If the declared price does not reflect the real one, the missing fee can be charged later (Fees Law art. 63). Amounts are rounded to the kuruş.

What is the title deed fee rate in Türkiye?
20 per mille (2%) of the declared value from the buyer and 20 per mille from the seller, 4% in total. The rate is in item 20/a of tariff (4) of Fees Law no. 492.
Who pays the title deed fee?
By law the buyer and the seller each pay their share. The parties may agree that one of them pays the whole fee; the calculator shows that split too.
Can the declared price be below the property tax value?
No. The fee base cannot be below the property tax value set by the municipality (Fees Law art. 63). The calculator uses the higher of the two.
Is the land registry service fee included?
No. The land registry's revolving fund service fee (döner sermaye) is charged on top and depends on the region. The calculator does not include it.

- Fees Law no. 492, tariff (4), item 20/a: on a sale, 20 per mille of the declared value is charged to the buyer and 20 per mille to the seller, 40 per mille in total.
- Fees Law art. 63: the declared value cannot be below the property tax value. If you enter that value, the calculator uses the higher of the two as the base.
- The parties may agree who pays; the calculator shows the split you choose.
- The land registry’s revolving fund service fee (döner sermaye) depends on the region and is not included.
