Türkiye: TOKİ Sells 725 Plots; 2% Title Deed Fee Each

Region: TürkiyeHesaplayıcı

Türkiye’s state housing agency TOKİ is auctioning 725 plots in 61 provinces, including Ankara, İstanbul and İzmir, on 5 and 6 November. The total reserve value is 29,146,300,000 lira, an average of 40,201,793 lira a plot. Buyer and seller each pay a title deed fee of 2%, 4% in total.

What is the title deed fee on a plot in 2026?

The title deed fee is 20 per thousand — 2% — of the declared sale price, and each side pays its own 2%. The rate did not change for 2026. What changed is the minimum fee one party pays: 411.60 lira in 2026, up from 346.10 lira last year, a rise of 18.9%. That minimum is updated each year by a general communiqué.

Who pays the title deed fee, and on what amount?

Buyer and seller pay their own share separately; if they agree, one side can take on both shares.

The fee is charged on the higher of the declared sale price and the property tax value. If the declared price is lower, the tax value becomes the base.

The land registry’s revolving fund fee is not part of the title deed fee, and the annual property tax is outside this calculation.

Example: what would the fee be on a plot?

For example, on a plot bought for 3 million lira the buyer pays 60,000 lira and the seller 60,000 lira, 120,000 lira in total. The calculation assumes the declared price is above the property tax value and that each side pays its own share. The table shows the shares at three example sale prices.

Sale price (lira) Buyer’s share (lira) Seller’s share (lira) Total fee (lira)
2,000,000 40,000 40,000 80,000
5,000,000 100,000 100,000 200,000
10,000,000 200,000 200,000 400,000

Where are the plots, and when is the auction?

The 725 plots cover 3,450,367 square metres in 61 provinces, among them 33 in Ankara, 13 in İstanbul and 6 in İzmir. Uses include housing, commerce, tourism, education, agriculture and industry, as well as sports, recreation, storage, fuel station, logistics and afforestation land, and unplanned areas.

The auctions are on 5 and 6 November and start at half past ten in the morning, at the Radisson Blu Hotel in Ankara and at the TOKİ Halkalı service building in İstanbul. Bidders can also join online at emlakmuzayede.com.tr.

What are the payment terms?

Buyers can pay 20% or 25% down and the rest over 48 months; some plots are sold for cash only. A plot offered on instalments and bought for cash gets a 15% discount. No VAT is charged, and the title deed fee is calculated separately on the sale price. Details are at toki.gov.tr and muzayede.emlakyonetim.com.tr or on 444 84 34.
