Title Deed Fee (Tapu Harcı): The fee charged in Türkiye on a property sale at the land registry: 20 per mille of the declared value from the buyer and 20 per mille from the seller, 40 per mille in total (Fees Law 492, tariff 4, item 20/a).
The title deed fee (tapu harcı) is the fee paid at the land registry in Türkiye when ownership of a property passes by sale. Under Fees Law 492, the buyer pays 20 per mille and the seller 20 per mille of the declared sale price. The declared price cannot be below the property tax value (art. 63).
Where it appears in the formulas
The title deed fee calculator uses fee base = max(sale price; property tax value) and total title deed fee = 2 × fee base × 20 per mille. The land registry’s revolving fund service fee (döner sermaye) is paid separately and is not part of this fee. The parties may agree who pays the fee.
