Collective agreement raise (per half-year), January 2012 – July–December 2027
This page shows the collective agreement raises of civil servants’ salaries and civil service pensions in Türkiye since 2012: the rate of each half-year, without the inflation top-up. The rate in force is at the top; every period is in the table and the chart. Each row links to the agreement or arbitration decision that set it.
How to read the table
- Collective agreement raise: the raise of the period’s salary, base salary and allowance coefficients. Retired civil servants’ pensions (Emekli Sandığı) are computed with the same coefficients, so they rise by the same rate.
- Fixed amount: in 2014 the raise was a fixed amount through the coefficients, not a rate; no rate is printed for that year.
- Law and fixed amount: in January 2022 Law no. 7351 raised the period’s rate from 5% to 7.5%; in January 2023 Law no. 7431 set the period’s raise to 30%, top-up included. In January 2026 the arbitration decision added 1 to the base salary coefficient (1,000 TL on the base salary).
- Term: each agreement covers two years; 2012–2013 is the first term. The talks take place in August of odd years. When they fail, the Public Servants’ Arbitration Board (Kamu Görevlileri Hakem Kurulu) decides, and its decision has the force of an agreement (Law no. 4688, art. 34).
How is the inflation top-up calculated?
Under the agreement’s inflation article, when the six-month CPI change is above the raise given for the same six months, the coefficients rise by the part above it. The top-up is a ratio: (1 + six-month CPI change) / (1 + the period’s raise) − 1. The next period’s raise applies on top of it, so the January and July raises can be higher than the table’s rate. In the second half of 2015 the check used the twelve-month change.
The real raise civil servants and their pensioners got in each period, top-up included, is on the civil servant pay coefficients page. Payments outside the coefficients are not in the table: for example, the extra payment to working civil servants since 15 July 2023 (Law no. 7456, art. 28) is not paid to retired civil servants. Payments of single service branches are not in the table either. The decisions are printed as images in the Resmî Gazete; each rate comes from the decision’s raise article and its inflation article.
