Monthly coefficient rise (over the period before), January 2005 – July–December 2026
This page shows the three coefficients of Türkiye’s civil servant salaries since 2005 and the real raise of each period. A circular of the Ministry of Treasury and Finance sets them every January and July. The rise column is the raise civil servants and their pensioners got: the agreement raise, the inflation top-up and raises by law together.
What the coefficients do
- Monthly coefficient: the salary, additional and seniority indicators are multiplied by it to give lira amounts.
- Base salary coefficient: the base salary indicator is 1000; the base salary is 1000 times this coefficient.
- Side payment coefficient: the hardship, risk, recruitment-difficulty and financial-responsibility allowances are converted to lira with it.
Retired civil servants’ pensions (Emekli Sandığı) are computed with the same coefficients, so they rise by the same rate.
How to read the rise columns
The monthly coefficient rise is the change over the period before; it holds the period’s agreement raise and the previous period’s inflation top-up together. When the base salary rise is larger, a fixed amount was added to the base salary:
- 2014: the 2nd-term agreement gave the raise as a fixed amount through the base salary coefficient. The monthly coefficient rose only by the inflation top-up of the second half of 2013.
- January 2026: the Public Servants’ Arbitration Board decision added 1 to the base salary coefficient, which is 1,000 TL on the base salary.
Periods changed by law
In two periods a law changed the agreement’s rate, and the Ministry issued a second circular. The table has the coefficients of the last circular:
- January 2022: provisional article 38 of Decree-Law 375, added by art. 16 of Law no. 7351, raised the agreement’s 5% to 7.5%.
- January 2023: provisional article 43 of Decree-Law 375 set the period’s raise to 30%.
Before 2012, budget laws and Council of Ministers decisions set the coefficients. In the second half of 2006 and the first halves of 2011 and 2012 they were set again from the start of the period; the table has the final values.
Sources and checks
The circulars are published as images; the values are read from their text. For every period, the monthly and base salary coefficients give ÇSGB’s severance pay ceiling to the kuruş. Payments outside the coefficients are not in the table: for example, the extra payment to working civil servants since 15 July 2023 (Law no. 7456, art. 28) is a separate payment and is not paid to retired civil servants. The agreement rates are on the civil servant pay raise rates page.
