How to Calculate Service Buyback in Türkiye

Short answer
In Türkiye, a service buyback costs the days times a daily earning times the premium rate. You pick the daily earning between the SGK floor and ceiling of the application day. Since 2026 the rate is 32% for a birth and 45% for military service and the other cases. The debt is paid within one month of the notice.

buyback amount = days × daily earning × premium rate
- Days: SGK counts a month as 30 days and a year as 360. Twelve months of military service are 360 days, eighteen months 540 days.
- Daily earning: between the daily floor and ceiling of the application day. Most people buy at the floor; a higher earning costs more and can raise the pension.
- Premium rate: the rate of the application day (Law no. 5510 art. 41).
SGK does not round the daily premium before it multiplies. Its example in Circular 2008/111: 21.29 × 32% × 600 = 4,087.68.

Law no. 7566 changed the rate. On the last day of 2025, 360 days of military service at the floor cost 99,861.12 TRY; in 2026 the same buyback costs 178,362 TRY. Part of the rise is the rate, part is the floor, which rose with the minimum wage.
Military service buyback
The time under arms as a private or NCO and the time at a reserve officer or reserve NCO school can be bought back. Sick leave over 3 months and time added for illness or punishment cannot. When the service came before the first insurance, the insurance start date moves back by the days bought, which can change the age and service conditions of retirement.
Example: a person who applies on 28 September 2026 for 360 days of military service and picks a daily earning of 2,000 TRY pays 360 × 2,000 × 45% = 324,000 TRY. At the floor the same days cost 178,362 TRY.
Birth buyback
An insured woman can buy back the uninsured days in the 2 years from a birth: at most 720 days per birth and at most 3 births. She must have been insured before the birth, and the child must be alive. When the next birth comes within 2 years, the first period ends the day before it. SGK’s example: for births on 12.08.2005 and 01.07.2006, the first birth gives 12.08.2005–30.06.2006 and the second 01.07.2006–01.07.2008 (Circular 2008/111).
Example: two births on 15 March 2023 and 10 June 2024, application on 28 September 2026:
- The first period, 15.03.2023–09.06.2024: 445 days.
- The second period, 10.06.2024–10.06.2026: 720 days.
- With 65 insured days in these periods, the days to buy back are
445 + 720 − 65 = 1,100. - At the floor the amount is
1,100 × 1,101 × 32% = 387,552 TRY.
Other buybacks
A doctorate or a medical specialty, a lawyer internship (at most 1 year), detention ended by acquittal, a strike or lockout, an honorary assistantship, resignation for an election and study abroad under Law 1416 pay the military service rate. The missing days of part-time workers pay another rate. Service abroad is a separate buyback under Law 3201.
Payment
The debt must be paid within one month of the notice. Unpaid, the buyback lapses; a new application is worked out with the floor, ceiling and rate of the new day. A part payment counts the days that the amount paid covers.
