How to Calculate Unemployment Benefit in Türkiye

Short answer

In Türkiye, the unemployment benefit is 40% of the average gross earnings on which premiums were paid in the last 4 months, at most 80% of the gross minimum wage. Only stamp duty comes off. You need 600 premium days in the last 3 years and the last 120 days under contract. It lasts 180, 240 or 300 days.

Formula

monthly gross benefit = min(average monthly gross earnings × 40%; gross minimum wage × 80%)

monthly net benefit = monthly gross benefit − stamp duty

  • Average monthly gross earnings: the average of the earnings reported to SGK for premiums in the last 4 months before the job ended. Bonuses paid in those months count.
  • Cap: 80% of the gross minimum wage for workers over 16 (Law 4447 art. 50).
  • Stamp duty: 7.59 per mille of the gross benefit. No income tax and no social security premium.

İŞKUR works out the monthly amount directly; the daily benefit is one 30th of it. Earnings above the SGK ceiling do not change the result: 40% of the earnings reaches the benefit cap at twice the minimum wage.

In the last row, 40% of the earnings (32,000 TRY) is over the cap, so the cap of 26,424 TRY is paid. An average of 66,060 TRY reaches the cap.

Under 600 premium days there is no benefit. You must also have worked under an employment contract for the whole of the last 120 days before the job ended.

When the minimum wage rises

The cap follows the minimum wage of each payment month. When the minimum wage rises in January, a benefit at the cap rises too. For example, a person with average earnings of 54,000 TRY a month got the 2025 cap, 20,646.49 TRY. In 2026 the cap rose to 26,424 TRY; their own 40%, 21,600 TRY, is now under the cap, so they get 21,436.06 TRY after stamp duty. A benefit that was under the cap from the start does not change.

Who can get it

The benefit is paid when the job ends through no choice or fault of your own (art. 51):

  • the employer ends the contract with notice and without just cause,
  • the worker ends the contract for just cause (for example unpaid wages),
  • a fixed-term contract comes to its end,
  • the workplace closes, is sold, or the job ends through privatization.

A person who resigns, or who is dismissed for misconduct, gets no benefit.

Application and payment

Apply to İŞKUR on e-Devlet or at a provincial office within 30 days of the end of the job. Days of a late application come off the benefit period. İŞKUR decides by the end of the next month and pays on the 5th of each month. A new job stops the payments; the days left can be used if you lose a job again before you meet the conditions anew.
