CPI 12-Month Average Change: The percentage change of the average consumer price index of the last twelve months over the average of the twelve months before. TÜİK publishes it monthly; it is the legal rent increase cap in Türkiye (Code of Obligations art. 344).
The CPI 12-month average change is the percentage change of the average consumer price index of the last twelve months over the average of the twelve months before. TÜİK publishes it every month. In Türkiye, a renewed home or roofed workplace rent cannot rise by more (Code of Obligations art. 344). The August 2026 rate is 31.79%.
Where it appears in the formulas
12-month average change = (average index of the last 12 months / average index of the 12 months before − 1) × 100. The rent increase calculator uses the rate of the month before the renewal: a 25,000 TRY rent renewed in September 2026 rises to at most 32,947.50 TRY with the August 2026 rate of 31.79%.
Difference from annual inflation
For the same month the two rates differ: the annual change in August 2026 was 31.51%. Because the average covers the last twelve months, it lags behind the annual rate.
